By default, Quick Launch is disabled in Windows 7, since we can place shortcut icons directly on the taskbar. For those users who miss quick launch, this tutorial will teach you how to bring it back on.
1) Right click on the taskbar and select Toolbars –> New Toolbar
2) In the choose a folder window, enter the following :
%userprofile%\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch
3) To add or remove icons from quick launch, go to explorer and type the same code in windows explorer : %userprofile%\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch
Once you have entered it, the screen should like the one below. Here, you can add or remove the desired program shortcuts.
Once the Quick Launch toolbar has been added to your taskbar, you can move and place it wherever you want by unlocking the taskbar. Just right click the taskbar –> Lock the taskbar
